With the increase of electricity consumption and the development of science and technology and the needs of power grid operation in recent years, the transformation project of substation equipment is imperative. The reconstruction and expansion of existing power distribution stations are different from the construction of new power distribution stations, which are mainly manifested in the following aspects: the reconstruction and expansion of existing power distribution stations in operation requires construction and transformation while running, which makes installation difficult, safety problems prominent, and debugging process complicated. In view of the above situation, in order to ensure the smooth progress of substation transformation, Anhui Zhipeng Electric Co., Ltd. now analyzes the construction organization measures during the transformation process as follows:

1 Construction Content

According to the characteristics of the existing power distribution station, which involves a wide range of areas, complex and cumbersome work content, and less effective work time during construction, all work contents must be classified, and the construction shall be carried out in accordance with the prescribed construction sequence and project after the construction preparation is completed.

1.1 Construction Preparations

(1) Completion of construction organization design and power outage application plan;

(2) Construction technical disclosure written and issued;

(3) Various components have been processed in advance.

(4) Construction machinery, tools, instruments and meters are complete and good;

(5) Water and electricity for construction have been implemented;

(6) Carefully clean up and check the construction site, verify the quantity and quality of the new equipment components and various materials, and all the qualification certificates, factory inspection and test reports and the operation instructions of the new equipment components are complete and qualified.

1.2 Construction Start

In the construction process is generally divided into two situations, one is the construction project that does not need power failure, and the other is the construction project that needs power failure. Construction projects that do not require power outage can be installed one by one according to the normal construction sequence, which is not explained here. Construction projects that must be power off should be installed centrally within a limited power off working time and constructed in accordance with the established construction plan.

1.3 Construction transition All transitional works shall be completed gradually and put into use as soon as possible in accordance with the approved transition plan, so as to minimize the impact caused by the reconstruction and expansion construction on normal production and residents' lives.
